Anyone who has ever used a Mac will know that all recent iterations of Mac operating systems allow users to scroll a window without selecting. That is, we don’t need to click on a window to select it to be able to scroll it.
Take, for example, if two windows are open and window 1 is active, you can scroll window 2 by just moving the mouse cursor on that window and scrolling the mouse wheel or touchpad. The feature is useful, especially while browsing the web.
For some reason, this feature isn’t available in Windows XP, Vista, Windows 7 and Windows 8/8.1 but Windows 10 will ship with a handy feature. Note that scroll without clicking feature is not turned on by default in Windows 10 9860 preview build but was available in the previously released build 9841.

KatMouse is a free utility for Windows to enhance the functionality of a mouse with a scroll wheel. The core feature of this tool, as mentioned above, is to allow you to scroll without focusing or clicking.
And if you like this program but don’t want to use it with some programs, you can disable the KatMouse for a special application.
KatMouse is compatible with Windows 7, Windows 8 and Windows 8.1, both 32 and 64-bit. With default settings, KatMouse starts with Windows but you can enable or disable it under settings. To open the settings dialog, right-click on the KatMouse icon in the system tray and then click settings.
